Abstract

The paper highlights how the European Union, representative of the most advanced expression of cooperation, has drawn particular attention to the cross-board cooperation. This takes shape in the building of Euro-regions which are spaces useful not only for making arrangements between the members but for promoting the active participation. One of these, the Adriatico-Ionica Euro-region, is carrying out this project for which the Regional Agency for the Development and Innovation of Agriculture in the Italian region of Molise (ARSIAM Molise), has promoted a theoretical and practical project together with Montenegro. The scientific comparison has pointed out two themes and fundamental sectors – the agro-food and tourism – providing for concrete actions. Although all the planned activities has not been realized and some projects have been left theoretical, the planning experience promoted by ARSIAM Molise has shown positive results and demonstrates how important is, for the small and medium companies, to grow into the habit of cooperation. For this reason, the Adriatico-Ionica Euro-region is really promoting a governance where all the levels, especially regional and local, participate actively.
